My Lord,
I have the honour to inform Your Lordship
that in resuming land for a public purpose in this Colony, it
has long been the practice to grant an increase of 10 per
centum over and above the ordinary value of the property when
the sale is compulsory. So far as the legislation of the Colony is concerned, some compensation for compulsory purchase is clearly implied, except in the case of insanitary properti- -es by the proviso to section 11 (3) of the Crow Lands Resumption Ordinance, No. 10 of 1900, of which I enclose a
copy for easy reference.

I understand that certain legislation is under consideration in the United Kingdom, which will do away with the old established custom of paying 10 per centum com- -pensation in cases of compulsory resumption for a public purpose, and if such should be the case I should be glad to have Your Lordship's sanction to amend the law in this Colony
in the same manner.

I need hardly point out that the abolition of the 10 per centum compensation for compulsory purchase would effect a considerable economy in carrying out the
